I am 16 and going to be able to get my juniors driver liscense at the end of feburary, however I cannot wait..?

I am 16 and going to be able to get my juniors driver liscense at the end of feburary. I am going to live with my dad soon and he can't drive because, he has a serious heart condition and is on a waiting list for a heart transplant. In the state of Pennsylvania considering these circumstances and that I would be the only one in the household that can drive would they make it a first prority for me to get my liscense as soon as possible or make me wait like everyone else.?
