Problem with Microsoft Outlook on Win 7 Proffessional?

When reading an e-mail in Microsoft Outlook there are links i.e. Argos to give a review,up until a couple of days back,if I clicked on a link a seperate page would open in IE.The problem is now all I get is a message saying "The operation has been cancelled due to restrictions in effect on this computer.Please contact your system administrator".I have tried all options in Outlook but to no avail.Please could someone help me restore this function.I am also the administrator on account.
