Can someone deported for overstaying come back to UK after marriage with someone from European Union.?

I am english, if I met a Brazilian in france, and wanted to get married, I would be thinking about living in either England or Brazil, not Poland or France or any other EU country, why do you not go to Brazil, get married and live there, or take her to poland, or is it because you cannot screw their benefit system as well as you can in the UK
